The heart valve is leaking 30 percent. Is anesthesia safe for the patient? Please advise

I am not a doctor by any means at all, but I do have heart disease. I was born with Situs Inversus Totalis, Dextrocardia, and Tetrology of Fallot ( I don't know if I spelled any of those correctly ). More recently I was diagnosed with an enlarged aorta and a moderate valve leak. Also more recently (See a pattern here?) I was diagnosed with Ulcerative Colitis. This was put into remission (because it is not curable) and I have to have a colonoscopy every six months and an endoscopy every other 6 months, both of which require anesthesia. The first time I was ever put "under" (it's referred to as conscious sedation) my heart rate rose and they stopped the procedure. In the future they have given me antibiotics one hour before the procedure and I have been fine every time. Again, I have absolutely no idea if someone else would have problems, but I seem to have somewhat of a comparable problem with my heart (if not more problems) and I was fine after the antibiotic stage. Please make sure with your doctor and do not assume I am 100% correct.
