It means he will draw a small disability pay of 10% and should have medical benefits.
2 :
He can apply with a VA clinic. He will still have to pay a small co-pay for meds and the like. But they will take care of him.

He needs to take all of his military paperwork to the VA or a state VSO and get registered with the VA. Even local branches of such vet originations as the VFW,AMVETS,etc, can help
